So i replaced the throttle body.... same problem.

I took it in and spoke with a guy at a local shop.... he said there is goat skin in the IP that can wear out...?!?!? (good 'ol germans)

so thats gotta be it.  Need to put in another IP i guess.

can this be done without disturbing the timing chain?

Yes, the pump is fairly easy to remove. 30m-1h is about all it will take with basic tools.

Hardest part is resetting the injection timing. The drip method may work on that pump but I'm not sure.
