Hi there!
My 1987 TD is been running great ,I did not started the car  for the last 5 months ,this summer i want to take a weekend ride when i realize the car doesn't go more than 20 miles per hour,I removed the air filter no difference ,engine runs great but when I push gas it sound like the engine dies(no power).Somebody said it cut be the turbo or blockage in the exost system (catalytic converter).I was wondering if anybody has a idea what i should start with.
PS .I check the turbo in the car ,after i turn off the engine to see if the small propeller in front of the turbo turns on by hand and he does,as well i removed the intake and when i push the gas ,the engine turns strong but comes a lots of smoke.

First course of action should be to change the fuel filters.

Wow 20 mph is pretty sluggish. I'd start with filters like Induction suggests. Also the diesel purge is a great idea if never done. One thing is you do NOT have a catalytic converter on a diesel, so no worries on that.

But it sounds like your injectors arent getting fuel, or very very little.

Well, thats only half true. If the recall has been done, he has an Oxidation-Catalyst after the turbo. If he has not, then he will have a Trap-Oxidizer before the turbo.

Both are basically particulate (smoke) filters, not Cats like gas engines use. It won' be the cause since it was running fine when it was parked. However, if the car is often driven very gingerly (Grandma'd), then they can plug up with soot.
