A/C WON'T WORK ONLY WHEN IT'S OVER HEATING OR DOESN'T WORK ALL THE TIME?

some cause are:

clogged radiator
sticky thermostat
defective fan clutch (your car use mechanical or electric cooling fan?)
leaky cylinder head gasket
etc.

hi
it has only 13000 mil since the radiator been changed with the water pump ,tensioner pully and all hoses. the car run fine on the freeways as soon as you get to the city it starts to get hot above the 100c specialy when i turn the car off and turn it on the needle showes almost at the 120c and then when istart drive it it goes down to 100c and stays.. i checked the fan clutch when the car is cool and it seem like it has some resistance.any i do not want to just changing un neceseary parts.
any help will be appreciated.

have you tried emptying the radiator as you may have some air, this can cause overheating.
flush out the radiator with a hose pipe then fill in the normal way, see if this helps. If you do find your car overheats, open all the airducts on the car, switch the fan on full until you can get to your destination. This helps keep the engine cooler.
