Yeah, looks like a clearcoat issue. There's still dirt on them, though. Best cleaner, IMO, is Nver Dull. Usually easy to find in discount auto parts stores. Wear gloves. Not an everyday cleaner, but will clean any metal surface. Follow with soapy water and a good rinse.
