steering wheel won''t let car start

i have and 2000 s430 that won''t start. the steering wheel use to move to a downward position when first would get in the car then i would put the smartkey in and start the car now the steering wheel will not move at all the smartkey will not open the trunk or work with the locks, i have changed the (bat) and reset the smartkey by holding it for 6 sec, help if you need more details i will try to more clear.
