Auxillary fans running when heat is on?

My S320 auxillary fans are running pretty much whenever my heat is on.   If I turn system off it powers off within 30 seconds.   I already know that my AC is broken (evaporator? leaks inside dash -- big $ so I'm not fixing this) -- wondering if this is connected somehow.      These are the smaller fans right in front of the radiator-- assuming this is the proper term for these. 

Any ideas what is going on?
